====== Capabilities ======
Capabilities define “How Actors do extraordinary things.” These extensions define the game mechanics of such powers, but not how they present themselves in the game, that is reserved for [[content-packs:start|Content Packs]]. For example, the same rules govern how a Burning Hands spell and a flame thrower work, but, depending on the game setting, this capability to shoot a cone of flame at an enemy will appear differently in the fame narrative.
